HomeMy WebLinkAbout6/22/2009 - City Council - Minutes - RegularUNAPPROVED MINUTES CITY COUNCIL WORK SESSION June 22, 2009 A work session of the Council of the City of Salem, Virginia, was held in the City Manager’s Conference Room, City Hall, 114 North Broad Street, Salem, Virginia, on June 22, 2009, at 6:30 p.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; and Frank P. Turk, Director of Finance; and the following business was transacted: Mayor Foley reported that this date, place, and time had been set in order for the Council to hold a work session; and WHEREAS, a presentation was received from Melinda Payne, Director of Planning and Economic Development and a discussion was held regarding economic development issues WHEREAS, there were no other topics for discussion. There being no further business to come before the Council, the work session was adjourned at 7:22 p.m. Mayor Clerk of Council UNAPPROVED MINUTES COUNCIL MEETING June 22, 2009 A regular meeting of the Council of the City of Salem, Virginia, was held in the Council Chambers, City Hall, 114 North Broad Street, on June 22, 2009, at 7:30 p.m., there being present all the members of said Council, to wit: Byron Randolph Foley, John C. Givens, Jane W. Johnson, William D. Jones, and Lisa D. Garst; with Byron Randolph Foley, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant City Manager and Clerk of Council; Frank P. Turk, Director of Finance; Melinda J. Payne, Director of Planning and Economic Development; Charles E. Van Allman, City Engineer; Mike Stevens, Communications Director; and Stephen M. Yost, City Attorney; and the following business was transacted: It was noted that Eli Moore with Troop 39, and Salem Police Officers Randy Rich and Darrell Thurston were present at this meeting of Council. The June 8, 2009, work session minutes and regular meeting minutes were approved as written. The report by the City Manager of the City’s activities for May 2009 was received and ordered filed. The report by the Director of Finance of the City’s financial status for a eleven-month period ending May 31, 2009, was received and ordered filed. Mayor Foley requested that Council consider an ordinance with emergency provisions adopting the budget for fiscal year 2009 -2010; and WHEREAS, it was noted that due to a communication error with the Salem Times-Register, the ordinance has to be adopted with emergency provisions in order to be effective July 1, 2009; it was also noted that the ordinance was passed on first reading at the May 26, 2009, Council meeting; ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILWOMAN JOHNSON, AND DULY CARRIED, the City Manager is hereby authorized to begin negotiating a contract for the sale of a 2.2-acre parcel being a portion of the property located at 1130 Lynchburg Turnpike (Tax Map #148 -1- 2) – the roll call vote: all – aye. ITEM 1 ORDINANCE ADOPTED WITH EMERGENCY PROVISIONS ADOPTING THE BUDGET FOR FISCAL YEAR 2009- 2010 2 Mayor Foley requested that Council receive a report and consider closing to the public the offices of the Treasurer, Finance, Utility Collections, and Commissioner of the Revenue with all employees working on Wednesday, July 1, 2009, to facilitate the annual audit; and WHEREAS, it was noted that the Building Official’s office will be open, but no permits will be issued on this date; and WHEREAS, the Director of Finance stated that the offices are closed to the public to provide a “clean cut-off” to the City year; and WHEREAS, Councilwoman Garst questioned if citizens will be able to leave a message in order to receive a call back, or if they will be able to pay their utility bill that day, etc.; and WHEREAS, the Director of Finance stated that residents will be able to drop off payments which will be credited the following day; ON MOTION MADE BY COUNCILWOMAN JOHNSON, SECONDED BY COUNCILWOMAN GARST, AND DULY CARRIED, the offices of the Treasurer, Finance, Utility Collections, and Commissioner of the Revenue will be closed to the public with all employees working on Wednesday, July 1, 2009, to facilitate the annual audit -- the roll call vote: all – aye. Mayor Foley requested that Council consider continuation of fiscal agent agreements between the City and Court Community Corrections/VASAP, and the Cardinal Criminal Justice Academy for fiscal year 2009-2010; and WHEREAS, the Director of Finance stated that the City has acted as fiscal agent for the above agencies for over 20 years; he stated that the City keeps the books, does payroll, etc. for the agencies and receives a fee for providing those services; ON MOTION MADE BY COUNCILWOMAN GARST, SECONDED BY VICE MAYOR GIVENS, AND DULY CARRIED, the proper City officials are hereby authorized to execute fiscal agent agreements between the City and Court Community Corrections/VASAP, and the Cardinal Criminal Justice Academy for fiscal year 2009-2010 -- the roll call vote: all – aye. ITEM 2 AUTHORIZED CLOSING OFFICES TO THE PUBLIC OF TREASURER, FINANCE, UTILITY COLLECTIONS, AND COMMISSIONER OF THE REVENUE WITH ALL EMPLOYEES WORKING ON WEDNESDAY, JULY 1, 2009, TO FACILITATE THE ANNUAL AUDIT ITEM 3 CONTINUATION OF FISCAL AGENT AGREEMENTS BETWEEN THE CITY AND COURT- COMMUNITY CORRECTIONS/ VASAP, AND THE CARDINAL CRIMINAL JUSTICE ACADEMY FOR FISCAL YEAR 2009- 2010 3 Mayor Foley requested that Council receive the Abstract of Votes cast at the June 9, 2009, Democratic Primary Election; and WHEREAS, Councilman Jones questioned the cost of the primary election; and WHEREAS, the City Manager stated that it cost approximately $10,000, which is paid by the locality; THEREUPON, abstract of votes cast at the June 9, 2009, Democratic Primary Election was hereby received. (HERE SET OUT ABSTRACT OF VOTES) Mayor Foley requested that Council consider appointments to fill vacancies on various boards and commissions; THEREUPON, no action was taken. There being no further business to come before the Council, the same on motion adjourned at 7:41 p.m. ITEM 4 RECEIVED ABSTRACT OF VOTES CAST AT THE JUNE 9, 2009, DEMOCRATIC PRIMARY ELECTION ITEM 5 NO ACTION TAKEN
