JOINT WORK SESSION
SALEM CITY COUNCIL AND SALEM SCHOOL BOARD
February 23, 2009
A joint work session of the Council of the City of Salem, Virginia, and the School Board
of the City of Salem, Virginia, was held at Salem High School, 400 Spartan Drive, Salem, Virginia,
on February 23, 2009, at 5:00 p.m., there being present all the members of said Council and the
following members of said School Board, to wit: Byron Randolph Foley, John C. Givens, Jane W.
Johnson (arrived late), William D. Jones, Lisa D. Garst, Sarah W. Southard, C. Wayne Adkins,
Cindy W. Neathawk, and David H. Preston; with Byron Randolph Foley, Mayor, and Sarah W.
Southard, Chair, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II,
Assistant City Manager and Clerk of Council; Krystal M. Coleman, Deputy Clerk of Council; Mike
Stevens, Communications Director; Dr. H. Alan Seibert, Superintendent; Michael A. Bryant,
Assistant Superintendent of Schools; Dr. Joseph T. Coleman, Director of Assessment and
Technology; Mr. Michael R. Crew, Director of Business Services, Mr. Caleb L. Hall, Principal,
Salem High School; and Kathy Jordan, Clerk of the Board; and the following business was
transacted:
Mayor Foley reported that this date, place, and time had been set in order for the
Council and School Board to hold a joint work session; and
WHEREAS, Caleb L. Hall, guided a tour of Salem High School; and
WHEREAS, the Culinary Arts Students prepared and served a meal for all attendees ; and
WHEREAS, Sarah W. Southard, Chair of the Salem School Board, adjourned the School
Board work session at 7:17 p.m.; and
WHEREAS, Council continued its work session with Dr. H. Alan Seibert, Superintendent
of Schools, also being present; and
WHEREAS, the Assistant City Manager presented non-smoking recommendations for
public places/sporting events and a discussion was held; and
WHEREAS, a discussion was held regarding the Regional Comprehensive Economic
Development Strategy; and
WHEREAS, Dr. H. Alan Seibert, Superintendent of Schools, discussed Special Education,
Title I, state funding grants, and capital project needs and a discussion was held; and
WHEREAS, there were no other topics for discussion.
There being no further business to come before the Council, the wo rk session was
adjourned at 8:00 p.m.
