Hold public hearing to consider the request of KDL of Virginia, Inc., to authorize a Rights-of-Way Use Agreement. (Advertised in the May 15 and 22, 2008, issues of the Salem Times Register.) 3. Budget Adoption Hold public hearing and consider ordinance on first reading adopting the budget for fiscal year 2008-2009. (Advertised in May 22, 2008, issue of the Salem Times Register.) 4. Tax Rates, Fiscal Year 2008-2009 Consider ordinance on first reading establishing tax rates for real estate and personal property. (Effective July 1, 2008) 5.
