COUNCIL MEETING
May 8, 2008
A special meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114
North Broad Street, on May 8, 2008, at 1:00 p.m., there being present all the members of said Council, to wit:
Howard C. Packett, John C. Givens, Jane W. Johnson, and Byron R. Foley; with Howard C. Packett, Mayor, presiding;
together with Krystal M. Coleman, Deputy Clerk of Council; and the following business was transacted:
Mayor Packett reported that this date, place, and time was set as a special meeting of City Council, in
accordance with Section 4.6 (b) of The Charter of the City of Salem, Virginia, in order to interview the candidates for
the Salem School Board to fill the unexpired term of James L. Chisom ; and
WHEREAS, members of the news media were notified of said meeting by e-mail on May 2, 2008; and
WHEREAS, it was noted that William D. Jones, Councilman-elect, and Lisa D. Garst, Councilwoman-elect, were
also present at this meeting of Council; and
WHEREAS, it was noted that seven (7) applicants were scheduled to be interviewed; and
WHEREAS, Susan M. Tate was interviewed at 1:03 p.m.; Gregg A. Lewis was interviewed at 1:23 p.m.; David H.
Preston was interviewed at 1:40 p.m.; Jim H. Guynn, Jr., was interviewed at 2:14 p.m.; Michelle C. Darby was
interviewed at 3:33 p.m.; Dr. Michael Chiglinsky was interviewed at 4:03 p.m.; and David C. Wells was interviewed at
4:33 p.m.;
THEREUPON, said interviews were concluded at 4:47 p.m.
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILMAN FOLEY, AND DULY CARRIED, , in
accordance with Section 2.2-3711 A. of the Code of Virginia, 1950 as amended to date, Council convened to Closed
Session at 4:50 p.m. for the purpose of discussing the following specific matter:
1. Discussion of a personnel matter, which is authorized by Section 2.2-3711 A. 1. of the Code of Virginia,
1950 as amended to date; and
-- the roll call vote: all - aye.
Upon reconvening at 5:16 p.m.;
ON MOTION MADE BY VICE MAYOR GIVENS, SECONDED BY COUNCILMAN FOLEY, AND DULY CARRIED, in
accordance with Section 2.2-3712 D. of the Code of Virginia, 1950 as amended to date, Council hereby certifies that in
Closed Session only items lawfully exempted from open meeting requirements under the Virginia Freedom of
Information Act and only such items identified in the motion by which the Closed Session was convened were heard,
discussed, or considered by the Council -- the roll call vote: all - aye.
There being no further business to come before the Council, the same on motion adjourned at 5:16 p.m.
