Salem School Board Receive presentation from the Chairman of the Salem School Board regarding the 2008-2009 budget. 2. Amendment to the Zoning Ordinance Hold public hearing and consider ordinance on first reading rezoning the property of A. E. Elliott Properties, property owner, located at 904 Apperson Drive (Tax Map # 248 – 7 – 1) from RSF Residential Single Family District to RB Residential Business District with proffered condition. (Recommend approval with proffered condition, see page 1 of the Planning Commission minutes.) 3. Amendment to the Zoning Ordinance Hold public hearing and consider ordinance on first reading rezoning the property of Stephen D. Blankenship, property owner, and Henmark Inc., contract purchaser, located at 209 Ross Street (Tax Map # 76 – 3 – 1) from LM Light Manufacturing District to RMF Residential Multi- Family District. (Recommend approval, see page 7 of the Planning Commission minutes.) 4. Amendment to the Zoning Ordinance Hold public hearing and consider ordinance on first reading rezoning the property of James W. & Joan B. Ferguson, Trustees and Et. Al., property owners, located at 229 Wilson Street (Tax Map # 143 – 1 – 13) from RSF Residential Single Family District to HBD Highway Business District. (Recommend denial, see page 14 of the Planning Commission minutes.) 5. Special Exception Permit Consider request for the issuance of a Special Exception permit to allow a used car sales lot for three parcels located in the 200 block of Wilson Street and 600 block of West Fourth Street (Tax Map #’s 143 – 1 – 11, 12, & 13). (Recommend approval for two parcels, see page 14 of the Planning Commission minutes.) Agenda, continued 4-28-2008 6. Zoning and Use Permit Hold public hearing to consider revocation of a Zoning & Use Permit issued April 2001 and amended January 2003 to Sara S. Orrick for a dog kennel on the property located at 1542 Epperly Lane (Tax Map # 13 – 1 – 8). (Recommend approval, see page 25 of the Planning Commission minutes.) 7. Salem School Board Hold public hearing and receive views of citizens and candidates regarding the appointment to fill the unexpired term of James L. Chisom. (Advertised in the April 10 and 17, 2008, issues of the Salem Times Register.) 8. Vacation of Right of Way Receive report of viewers and consider ordinance on first reading permanently vacating Lenox Avenue Right of Way between Ross Street and the termination point at Mason Creek. (Viewers appointed at April 14, 2008, meeting) 9. Vacation of Alley Consider ordinance on second reading permanently vacating the alley running between Lots 1 and 17, Section 28, Salem Development Company, 102 to 120 Bowman Avenue. (Passed on first reading, April 14, 2008, meeting.) 10. Western Virginia Jail Authority Consider adoption of Resolution 1111 to concur with the Authority to participate in the Virginia Retirement System, and offer the increased retirement multiplier for law enforcement employees. 11. Virginia Retirement System Consider adoption of Resolution 1112 to offer the increased multiplier to LEOS employees of the City of Salem. (Audit-Finance Committee) 12. Village at North Mill Consider setting bond for physical improvements and erosion and sediment control for the Village at North Mill, Phase I, project. (Audit-Finance Committee) 13.
