A special meeting of the Council of the City of Salem, Virginia, was held in Council Chambers, City Hall, 114
North Broad Street, on April 25, 2008, at 8:00 a.m., there being present all the members of said Council, to wit:
Howard C. Packett, John Christopher Clemens, Jane W. Johnson, John Christopher Clemens, and Byron R. Foley; with
Howard C. Packett, Mayor, presiding; together with Kevin S. Boggess, City Manager; James E. Taliaferro, II, Assistant
City Manager and Clerk of Council; Frank P. Turk, Director of Finance; Melinda J. Payne, Director of Planning and
Economic Development; Angela Sellers, Assistant Director of Finance, and Benjamin W. Tripp, City Planner; and the
following business was transacted:
Mayor Packett reported that this date, place, and time was set as a special meeting of City Council, in
accordance with Section 4.6 (b) of The Charter of the City of Salem, Virginia, in order for the City Manager to present
the budget to Council for fiscal year 2008-2009 in accordance with Section 8.3 of The Charter of the City of Salem,
Virginia, and for Council to set dates for the Budget Work Study Sessions for the 2008-2009 fiscal year budget; and
WHEREAS, members of the news media were notified of said meeting by letter e-mailed on April 22, 2008; and
WHEREAS, the City Manager thanked James E. Taliaferro, II, Assistant City Manager; Frank P. Turk, Director of
Finance; Angela A. Sellers, Assistant Director of Finance; the entire Finance Department; and all Department Directors
for their work in the preparation of the budget for the fiscal year 2008-2009; he then presented the budget for the
fiscal year 2008-2009 to Council and explained the following letter highlighting certain aspects of the budget :

THEREUPON, said budget for the fiscal year 2008-2009 was received as presented by the City Manager.
A Budget Work Study Session was hereby set for May 12, 2008, 7:30 p.m., in the Council Chambers, City Hall,
114 North Broad Street, immediately upon completion of the regular meeting agenda; and a second work session will
be held on May 13, 2007, at 7:30 p.m., in the Council Chambers, City Hall, 114 North Broad Street, if needed to
complete the remainder of the Budget Work Study Session for the 2008-2009 budget.
There being no further business to come before the Council, the same on motion adjourned at 8:12 a.m.
