MEETING MINUTES
ECONOMIC DEVELOPMENT AUTHORITY
OF THE CITY OF SALEM, VIRGINIA
The Economic Development Authority of the City of Salem, Virginia, held a meeting on
March 10, 2026, at 3:00 p.m. in the Council Chambers of City Hall, 114 North Broad Street,
Salem, Virginia 24153. Members present were Quinn Mongan, Cindy Shelor, Paul Kuhnel, Sean
Kosmann, Kim Blair, Joe Curran, and Jason Fountain.
Also present were Chris Dorsey, City Manager; Rob Light, Assistant City Manager
(absent); Jim Guynn, Guynn Waddell, Tommy Miller, Director of Economic Development;
Wayne Adkins, Business Outreach Coordinator; Rebecca Marsh, Economic Development
Specialist; Rosie Jordan, Treasurer; and Crystal Williams, Secretary.
The Chair called the meeting to order at 3:00 p.m.
The February 10, 2026, meeting minutes were approved as presented. Ms. Jordan stated
that due to the timing, she would not be providing a financial report at today’s meeting. She will
have the report at the next meeting.
Chair Kuhnel stated that Dave Robbins, 620 High Street, Salem, was present today to
bring a request before the EDA to fund a parking lot expansion at 1936 West Main Street, known
as Preston Place. Mr. Robbins shared information with the EDA about the plans for Preston
Place. A discussion was held, and a motion was made to have Chair Kuhnel work with Mr.
Robbins and Mr. Guynn to construct a motion that complies with the Code of Virginia for
consideration.

With no other business, the meeting adjourned at 4:09 p.m.
