Council Chambers, City Hall, 114 North Broad Street, Salem, Virginia 24153
1. Call to Order
A special meeting of the Council of the City of Salem, Virginia, was called to order at 8:00
a.m., there being present the following members to wit: Renee F. Turk, Mayor (participated
remotely), James W. Wallace, III, Vice-Mayor, Council members: Byron Randolph Foley,
William D. Jones, and John E. Saunders; with James W. Wallace, III, Vice-Mayor, presiding;
together with James E. Taliaferro, II, City Manager; Rob Light, Assistant City Manager and
Clerk of Council; Rosemarie B. Jordan, Director of Finance; Tammy Todd, Assistant Director
of Finance; Mike Stevens, Director of Communications; and Laura Lea Harris, Deputy Clerk
of Council.
Mr. Light noted that Mayor Turk had requested to participate remotely per Section 2.2-3708
1(A) of the Code of Virginia and the City’s Remote Participation Policy. Randy Foley moved
to accept the remote participation of Mayor Turk. John Saunders seconded the motion.
Ayes: Foley, Jones, Saunders, Wallace
2. Annual Presentation of Budget by City Manager
In accordance with Section 4.6(b) of the Charter of the City of Salem, Virginia, City Manager
Taliaferro presented the 2022-2023 budget to City Council.
Mr. Taliaferro provided a brief overview of key aspects within the proposed fiscal year 2022-
2023 budget to Council, indicated that staff can address any questions upon review, and that
budget work session dates/times would be scheduled for Council feedback and discussion.
3. Adjournment
The meeting was adjourned at 8:09 a.m.
