A.Roll Call
A special meeting of the C ouncil of the C ity of Salem, Virginia, was called to order
at 9:00 a.m., there being present the following members to wit: Renée Ferris Turk,
Mayor; J ames W. Wallace, III, Vice-Mayor (absent); Council members: Byron
Randolph Foley, William D. J ones, and J ohn E. Saunders; with Renée Ferris Turk,
Mayor, presiding; together with J ames E. Taliaferro, II, City Manager; Rob Light,
Assistant C ity Manager and Clerk of Council; Rosemarie B. J ordan, Director of
Finance; and J im Guynn, City Attorney.
2.New Business
A.Discussion I tems
Authorize the C ity Manager to finalize and execute a purchase agreement between
the City of Salem and Higgs Family Trust for property located at 14 Richfield
Avenue (Tax Map # 107-7-2).
C ity Manager Taliaferro noted that the City owns two adjacent properties at 508
and 516 East Main Street and that acquiring this property would provide for
enhanced future opportunities for this corner of T hompson Memorial and Main
Street.
He noted the sales price was $170,000 net of all closing costs to the seller and that
the agreement provided for closing prior to the end of the 2021 calendar year.
Randy Foley motioned to authorize the C ity Manager to finalize and execute a
purchase agreement between the City of Salem and Higgs Family Trust for property
located at 14 Richfield Avenue (Tax Map # 107-7-2); and request Council
appropriate the use of funds from the General Fund unassigned fund balance for this
acquisition and the associated closing costs.. William J ones seconded the motion.
