MINUTES
Tuesday, November 2, 2021, 9:00 AM City of Salem Police Department, Room 137A, 36 East Calhoun Street,
Salem, VA 24153
1. Call to Order
A. Roll Call
A special meeting of the Council of the City of Salem, Virginia, was called to
order at 9:00 a.m., there being present the following members to wit: Renée
Ferris Turk, Mayor; James W. Wallace, III, Vice-Mayor; Council members:
Byron Randolph Foley, William D. Jones, and John E. Saunders; with Renée
Ferris Turk, Mayor, presiding; together with James E. Taliaferro, II, City
Manager; Rob Light, Assistant City Manager and Clerk of Council; Crystal
Williams, Assistant to the City Manager; Rosemarie B. Jordan, Director of
Finance; Tammy Todd, Assistant Director of Finance; Jim Guynn, City
Attorney; Mary Ellen Wines, Zoning Administrator; Sidney Kuzmich, Chief
Deputy Commissioner of Revenue; and Ann Shawver, CPA, CPFO, ARPA
Consultant to the City.
2. New Business
A. Discussion Items
1) Follow-up discussion from the August 23, 2021 Council work session
topic related to business and home occupation licenses.
2) Continued discussion related to American Rescue Plan Act funds.
Staff provided a brief recap from the September 27th, 2021 work session on
this topic. Council members provided feedback on the potential specific
project uses of this funding originally presented on September 27th,
suggested other possible uses, and discussed priorities for staff and the
City’s consultant in order to work on detailed evaluation for use eligibility.
The next work session in this continual planning process was suggested for
January, 2022.
3) Follow-up on questions from the October 25, 2021 joint work session with
the Salem City School Board related to the City Schools Capital Improvement
Plan and fieldhouse project information.
