HomeMy WebLinkAbout3/18/2021 - City Council - Minutes - SpecialAPPROVED MINUTES CITY COUNCIL SPECIAL WORK SESSION/RETREAT March 18, 2021 A special work session/retreat of the Council of the City of Salem, Virginia, was held in the Commkunity Room, Salem Civic Center, 1001 Roanoke Boulevard, Salem, Virginia, on March 18, 2021, at 8:30 a.m., there being present the following members of said Council, to wit: Renee F. Turk, Mayor; James W. Wallace, III, Vice Mayor; Council members: William D. Jones, and John E. Saunders; with Renee F. Turk, Mayor, presiding; together with James E. Taliaferro, II, City Manager; Rob Light, Assistant City Manager and Clerk of Council; Wayne Adkins, Business Outreach Coordinator; and Crystal L. Williams, Assistant to the City Manager; and the following business was transacted: Mayor Turk reported that this date, place, and time had been set in order for the Council to hold a work session/retreat and called the meeting to order; and WHEREAS, the Council and staff held a discussion regarding salary; and WHEREAS, Fahrenheit Advisors Greg Wingfield, Aubrey El, and Chip Bowman presented a video conference Project overview and “Kick-Off”; and WHEREAS, Wayne Adkins, Business Outreach Coordinator, presented an update on initiatives and activities related to existing business outreach and support ; and WHEREAS, the Council and staff held a discussion on progress for goals reviewed at the October 28, 2020 retreat; and WHEREAS, John Hull, Executive Director of Roanoke Regional Partnership gave a presentation; and WHEREAS, Mayor Turk motioned for Council to enter a Closed Session pertaining to Section 2.2-3711 A(3) and A(5) of the 1950 Code of Virginia, as amended . The motion was seconded by Vice-Mayor Wallace. Ayes: Saunders, Jones, Wallace, Turk. Council hereby convened to closed session at 11:48 for the purpose of discussing the following specific matters: A discussion or consideration of the acquisition of real property for a public purpose, or of the disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body and a discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. Upon Reconvening: Mayor Turk moved that, in accordance with Section 2.2-3712 D. of the Code of Virginia, 1950 as amended to date, Council certifies that in closed session only the items lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act and only such items identified in the motion by which the closed session was convened were heard, discussed, or considered by the Council. The motion was seconded by Mr. Saunders. Ayes: Saunders, Jones, Wallace, Turk WHEREAS, there being no further business to come before the Council, the special work session/retreat was adjourned at 12:10 p.m. ____________________________________ Mayor _____________________________________ Clerk of Council
