1.Call to Order
A regular meeting of the Council of the City of Salem, Virginia, was called to order
at 6:30 p.m., there being present all the members to wit: Renee F. Turk, Mayor,
James W. Wallace, III, Vice-Mayor, Council members: Byron Randolph Foley,
William D. Jones, and John E. Saunders; with Renee F. Turk, Mayor, presiding;
together with James E. Taliaferro, II, City Manager; Rob Light, Assistant City
Manager; Rosemarie B. Jordan, Director of Finance; Charles E. VanAllman, Jr.,
Community Development Director; Mike Stevens, Communications Director; and
Judy L. Hough, Deputy City Clerk.

A.Salem City School Board
Consider setting date for public hearing in accordance with Section 22.1-29.1 of the
Code of Virginia, 1950 as amended, regarding the expiration of term for David
Preston. (Suggest date of October 12, 2020) AMENDED
Randy Foley motioned to set a public hearing date of October 12, 2020, to receive
candidates for the expiration of term for David Preston on the Salem City School
Board. William Jones seconded the motion.

B.Resolution of Support
Consider adopting Resolution 1389 in support of a grant applications for the Smart
Scale Program.
Mr. VanAllman noted that this is a standard resolution that agencies such as the
Virginia Department of Transportation (VD O T ) require when the C ity applies for a
specific grant. T his one is a Smart Scale Grant which is done every two years. He
further discussed the Smart Scale funding program. He noted there are four
projects. Two of those projects are downtown plans, finishing up C ollege Avenue
south of the current project and finishing the small section from White Oak Alley
east to Market Street. T he third one is finishing up the Roanoke River Greenway
basically from Rotary Park down to the section that was completed on Cook Drive.
T he last project, which has been discussed for years, is the Apperson Drive (Route
11) and Orchard Drive intersection. Staff has spoken to VD O T engineers and asked
them to help us determine what can be done at this intersection. He again noted that
we are not obligated to these projects, and the Smart Scale Program is 100% grant
funded so we do not have to match the monies we receive. Also, this is not to
determine if these will be local projects administered by the City or if we allow
VD O T to administer them. He noted that there are advantages to both methods.
T here was further discussion regarding the Apperson Drive and Orchard Drive
intersection.
Randy Foley motioned to adopt Resolution 1389 in support of grant applications for
the Smart Scale Program. William J ones seconded the motion.

C .Boards and Commissions
Consider appointments to various Boards and Commissions.
Mayor Turk noted that the Boards and C ommissions vacancies are listed on the
C ity's website. T here is a vacancy with a candidate for the Roanoke Valley-
Alleghany Regional C ommission. Mrs. Denise "Dee" King has applied for this
position. She noted there are other vacancies available, and she went over the list of
positions.
Renee Turk motioned to appoint Denise P. King to the vacant seat on the Roanoke
Valley-Alleghany Regional Commission for a three-year term ending J une 30, 2023;
and to appoint Rob Light, Assistant City Manager, to the following positions: Clerk
of C ouncil, Deputy Executive Secretary of the Salem Planning Commission, and
alternate member of the Roanoke Valley Broadband Authority. Randy Foley
seconded the motion.

My two children recently graduated from Salem High School. after growing up in the Salem City Schools. Because of this
direct experience, I have a deeper understanding of the strengths and weaknesses of the school system.
Additionally, I am a higher education professor with a recent graduate certificate in Engineering Education. These
combined experiences give me better insight into current educational research and philosophies than any of the current/
other candidates.

PURCHASE AGREEMENT
This Agreement for Purchase and Sale of Real Property ("Agreement"), is made this
___ day of ____ , 2019, by and between City of Salem, Virginia (" ell r ') and Union
Street Plaza, LLC ("Purchaser").
W I TN E S S E T H:
Seller is the sole owner in fee simple of certain unimproved real property designated as
Lot A, 630 Union Street, designated as Tax Map #160-11-2, containing 1.4032 acres, more or
less, located in the City of Salem, Virginia.
Seller is desirous of selling the said real property unto the Purchaser, and Purchaser is
desirous of purchasing said property; and now, therefore,
FOR and in consideration of Ten Dollars ($10.00) cash in hand paid by Purchaser to
Seller, receipt of which is hereby acknowledged, and the mutual promises hereafter set forth and
other good and valuable consideration, the receipt and sufficiency of which is also hereby
acknowledged, the parties hereto, intending to be fully and legally bound, hereby agrees as
follows:
1.DEFINITI ONS. As used in this Agreement unless the context otherwise requires
or it is otherwise herein expressly provided, the following terms shall have the following
meanmgs:
'Dep sit" shall mean Five Thousand and 00/100 Dollars ($5,000.00) m the form
hereafter described deposited with the Seller.
"Effective Date" shall mean the date of the last signature of a party hereto.
"Property' shall mean the lot or parcel of land as the same is described hereinabove.
The Property shall also include all of Seller's right, title and interest in and to all inchoate
rights, easements, appurtenances, and unpaid award in respect of any street, road, alley, sidewalk
or parking area in front of the Property, and in and to any unpaid award for damage by reason of
any change in the grade of any such street, road, alley, sidewalk or parking area.
"Purchaser" shall mean Union Street Plaza, LLC, with an address at:
"Purchase Price" shall mean $100,000.00 cash.
"Seller" shall mean City of Salem, Virginia, with an address at P.O . Box 869, Salem,

Request to accept and appropriate State Homeland Security
Program Grants (SHSP).

SUMMARY OF INFORMATION:
The City has been awarded two State Homeland Security Grants totaling $121,850. The
SHSP Response Equipment grant funding of $45,850 will be used to purchase foam
equipment at a cost of $17,910 and the remaining $27,940 will be used to provide foam
training for Fire Department personnel. The SHSP Special Ops Swift-Water/Flood Rescue
Team grant funding of $76,000 will be used to purchase swift water rescue equipment. No
local match is required for either grant.
FISCAL IMPACT:
The grants totaling $121 ,850 will be used to help cover the cost of equipment not currently
in the budget.
STAFF RECOMMENDATION:
Staff recommends accepting the State Homeland Security Program grants and
appropriating $121,850 in federal grant revenue to account 10-032-0100-48530 and
$121 ,850 to federal grant expenditure account, 10-032-3210-55858 for the purpose stated
above.

Request to accept and appropriate the Coronavirus Emergency
Supplemental Funding Grant.

SUMMARY OF INFORMATION:
The City has been awarded $10,000 in federal Coronavirus Emergency Supplemental
Funding Grant funds, which will be administered by the Virginia Department of Criminal
Justice Services. No local match is required. The Police Department will use grant funds
to purchase the One Solution Police 2 Citizen software program, which will allow citizens to
submit non-emergency police reports. Having this program available will help the
department better serve the community by allowing easier access for citizens to check the
status of their reports, freeing up officers to respond to emergency calls for service and
provide a safer, healthier way for officers to interact with victim and complainants while still
providing investigative assistance. This software will provide an alternative for routine
customer service that reduces officers' risk of exposure to coronavirus for non-emergency
calls for service.
FISCAL IMPACT:
The $10,000 grant will be used to purchase software not included in the operating budget.
STAFF RECOMMENDATION:
Staff recommends accepting the Coronavirus Emergency Supplemental Funding grant and
appropriating $10,000 in federal grant revenue to account 10-030-0100-48533 and $10,000
to federal grant expenditure account, 10-030-3110-55879 for the purpose state above.
